Good stuff, but he wouldn't regret not touching those wires because later in the serial when he went back to do it, the Daleks accidentally did it for him. Honestly it probably wouldn't matter anyway because it more than likely was supposed to happen in the Dalek's history and is also the reason the Time Lords sent him there. It was still one of the early events that lead into the Time War so more than likely the War Doctor would probably wish he'd never gone there at all, lol.
